Rawlins Community People of Rawlins


Rawlins is formally "The City of Rawlins", a "First Class City" governing "between 4,000 and 10,000 residents".

The form of Rawlins government is a "City Manager" structure separating powers of the City Manager, Mayor and City Council.

The people elect seven representatives to serve as the city council. The council members select one of their number to act as Mayor.

City Council Member term of office is four (4) years.

Council elections are staggered with two (2) year intervals. The mayor's term is also two (2) years to allow newly reconstituted councils to adjust council leadership.

Rawlins has the status of County Seat for the County of Carbon, Wyoming county seat. (As of this writing, I have not located an authoritative formal designation.)

*** The council has not provided any method for the voters to censure or remove a council member or mayor.

*** The council has not formulated a formal code of ethics. At this writing, there are no rules.

*** The council has not established formal rules for conduct of city council public meetings. At this writing, there are no rules.

 The City Attorney asserts that in the absence of rules for city council meetings and deliberations, Roberts Rules of Order are the presumed fallback authority for civic organzations. Again, it mst be noted that the Rawlins City Council has neither established nor adopted rules for conducting council meetings or business.

The council did adopt a resolution establishing a "Public Particiption" agenda item opportunity for regular city council meeting. Resolution 2C-96 (20 February, 1996) (PDF) allows individual mem,bers of the public five (5) minutes to address the council with issues not on the meeting agenda.
